The Opportunity

Your mission: We’ll rely on you to plan, implement, administer and support the software applications used in our HR technology and systems, as well as to provide advanced-level project management expertise on short- and long-term projects.

Your work: In this role, you’ll monitor designated HR applications and take corrective action to prevent or minimize system downtime, and serve as a functional expert for our internally-developed applications in all stages of development, testing and production. You’ll support end users who are having difficulties with applications, and serve as a liaison with I.T. for technical assistance. Developing policies, procedures, programs, scripts and web pages will be within the scope of this position as well. You’ll work with I.T. business analysts, gathering what they require to prepare specifications relevant to programming and system needs. You’ll troubleshoot and resolve system-related problems, coordinating with system administrators and/or third-party vendors to support end users and resolve issues. Tracking project milestones, deliverables and budgets, and providing periodic status reports to management, will be regular activities for you.

Job Summary

Responsible for the planning, implementation, administration and support of software applications and technology which supports Houston Community College's technology and systems.  Provides project management expertise to oversee the planning, implementation and tracking of specific short and long term projects. Focuses on supporting the development of analytics and capabilities using a variety of systems, processes and metrics to ensure that timely, accurate and insightful information is available to organizational leadership across the college system.

ESSENTIAL FUNCTIONS

Monitor designated applications and take corrective action to prevent or minimize system down time.

Track project milestones, deliverables and budgets and provide periodic project status reports to management.

Create user documentation and train personnel on new applications software.

Assist to develop policies, procedures, programs, scripts, or web pages as required.

Provide functional support to users experiencing difficulties with applications and serve as a liaison for IT for technical assistance.

Support and serve as a functional expert for HCC's technology applications in all stages of development, testing, and production.

Work with business analysts to gather requirements so they can prepare specifications for IT technical staff for programming and system needs.

Troubleshoot and resolve system related problems; coordinate with relevant System Administrators and/or third party vendors regarding user support and problem resolution.

Extract data from multiple data sources using a variety of query languages and tools.

Understand the data available in applicable business systems and write queries.

Responsible for requirements gathering, analysis, design, implementation, validation, and maintenance of ad-hoc and scheduled reports focused on understanding core business operations.

Assist in the development and ongoing reporting of performance metrics and benchmarking, keeping requestor informed of progress.

Translate, clean, and validate large data files, in multiple formats.

Generate reports providing key insights and metrics using a variety of reporting tools and technologies.

Choose tools and technologies appropriate for requirements of the project.

Develop dashboards and other visual management tools that allow key stakeholders to make educated and informed decisions around their processes.

Provide strong support/management in timely flow of business intelligence information to requestor by meeting deadlines and being responsive to requests.

Collaborate on special projects.

Keep current with the latest technology; regularly attends technical training in order to maintain functional technical expertise.

May provide on-call assistance, including evenings and weekends as needed.

Perform other duties, tasks and assignments as required.

QUALIFICATIONS

Education & Experience              

  • Bachelor’s degree required
  • 5 years related experience required    

Licensing & Certification

  • Valid Texas Driver License

Working Conditions

General office.  May frequently be required to walk; stand; sit; use hands to handle or feel; reach with hands and arms; and talk or hear. Specific vision abilities required by this job include close vision and distance vision.  Use of personal computing equipment, telephone, multi-functioning printer, photocopier, file cabinets, and calculator.  Manual dexterity, ability to lift up to 25 pounds, ability to reach and bend, and use 2-step stool while safely lifting and lowering boxes.  Ability to travel to and from meetings, training sessions or other business-related events.  May be required to work after hours to include weekends and holidays.
