Description

Under direction, plans, organizes and directs the activities of the Public Library's Integrated Library Systems (ILS) Division providing effective technology programs and services to support public library services and the achievement of departmental and County mission and objectives.

Essential Job Functions

Oversees the administration of the Public Library’s Integrated Library System (ILS) Operations. Provides expertise to ILS staff on complex assignments involving information systems analysis, documentation of systems requirements, specifications, system design, planning and execution of test and implementation. Reviews and approves systems documentation requirements, and support parameters.

Ensures all project requirements are met and coordinates the identification and resolution of critical complex problems discovered during project design/development.
Utilizes knowledge of highly complex systems to guide project managers in the development of project plans and system integration test plans for enhancement of existing and proposed systems.
Meets with stakeholders to conduct interviews, perform analysis, document scope and objectives and leads sessions to design the desired product.

Utilizes knowledge of public sector library servers and systems and operations to develop and manage systems to provide library users with enhanced access to library resources.

Facilitates change management and ensures approvals are managed according to departmental procedures.

Mentors direct reporting staff to apply expertise of multiple areas of system analysis to monitor application systems functionality and participate in development of workflow management procedures and quality standards.

Plans and supervises the development and delivery of end user training programs on Integrated Library System applications.

Manages the operational and resource utilization of staff and assigns workload according to existing and projected priorities.

Ensures the protection of critical data through development and maintenance of business continuity measures.

Directs and participates in the analysis and interpretation of departmental programs and proposed legislation to determine impact on the Public Library’s ILS and to ensure all data systems meet regulations.

Establishes performance requirements and personal development targets for assigned staff and monitors and evaluates performance.

Provides coaching for performance improvement and development.

Assesses skill gaps and provides training to ensure skills stay current with the technology requirements for current and future work assignments.

Promotes efficient, cost effective uses of advanced technologies and manages the migration to next-generation technologies.

Conducts or oversees research and special studies and implements recommended organizational, procedural and other changes and benchmarks internal operations against best practices of other agencies and organizations.

Manages and/or participates in department disaster recovery planning and systems security administration.

Manages the development, implementation and administration of technical training program for business users.

Desirable Qualifications

Masters degree in Library and Information Science (MLIS)

Knowledge of public library services and operations and technology based library service delivery strategies.

Experience with the IBM/AIX, HP/UX, UNIX/Redhat or Windows Server operating systems.
