VIDEO QC DEVELOPMENT CONTRACTOR
Description
This Request for Interest (RFI) is issued by the National Museum of African American History and Culture (NMAAHC) at the Smithsonian Institution (SI), for technical professional, non-personal, work-for-hire services to design, write, test, and deploy video quality control (QC) processing scripts, in accordance with the Statement of Work (SOW).
The period of performance will be start on or about October 27, 2025 and end on or about October 26, 2026, and will include 1,000 hours of services. The work is remote and shall take place at a location convenient for the contractor. The location must have readily available high-speed internet and cellular connections.
I. SUBMITTING YOUR INTEREST
Interest must be submitted by email. Interest is due by 5:00 PM EST, Monday, October 13 to:

In the email of interest, please state that you would like to receive full Request for Quote (RFQ) and Scope of Work (SOW) for this RFI and provide:
· A valid email at which to send the RFQ and SOW
· A phone number at which you can be reached
Those expressing interest will be emailed the full FRQ and SOW documents as PDF attachments no later than 12:00 PM EST, Tuesday October 14, 2025.
Interested parties must first request and receive the RFQ/SOW. Please do not send a bid in response to this RFI as it will not be considered.
After receiving and the reviewing the RFQ and SOW, those choosing to then bid on the RFQ must submit valid quotes by 5:00 PM EST, Monday, October 20. Information on submitting quotes will be provided in the RFQ.
II. DESCRIPTION OF REQUIRED SERVICES
The NMAAHC requires 1000 hours of professional services to design, write, test, and deploy video quality control (QC) processing scripts in accordance with the Statement of Work (SOW).
The award will be a Firm-Fixed Price contract. This firm-fixed price shall include all direct and indirect costs necessary to complete the requirements as outlined in the SOW over the course of 1000 hours, except for where specified otherwise, and for the work to be completed by October 26, 2026. All services must be coordinated directly with the Smithsonian Institution’s Contracting Officer’s Technical Representative (COTR), including mutual approval of all contractor proposed plans of action.
III. EVALUATION
The Smithsonian National Museum of African American History & Culture will evaluate offers in response to this RFQ and award a contract to the responsive and responsible contractor whose combined Relevant Experience/Past Performance and Price are determined to be the most advantageous (best value) and in the best interest of the Smithsonian. Since Price will represent a portion of the total evaluation, it is possible that a contractor may not be selected for award because of unreasonable, incomplete, inaccurate, or outdated Price information. NMAAHC plans to award without discussions, however, does reserve the right to conduct discussions if later determined by the Contracting Officer to be necessary.
Failure to furnish complete information requested in the RFQ may cause the Offeror to be judged non- responsive and immediately be removed from further consideration for this award.
