Description
Manages the daily operations of the Public Services departments within the college’s Gresham and Maywood libraries, including all points of service delivery. Assumes responsibility and leadership through collaborative decision making to develop, manage, and maintain access service modules (circulation, resource sharing, and reserves) of the integrated library system. Manages Library checkout desk services, billing policies and processes, and reserve collection copyright awareness. Develops and manages department processes and procedures, assists with and carries out strategic goals, collaborates with internal and external stakeholders, manages department budget, provides supervision of department employees, and assures adequate staffing resources. Works independently and in a team environment to support the vision, mission, and goals of the college.Please read the Additional Posting Information and Special Instructions sections for important information and application instructions for this position.
Minimum Qualifications:
Please note: you must meet all of the stated minimum qualifications and additional requirements in order to be considered for this position.
Master’s degree in Library Science (ALA-accredited)
Three years of relevant library experience of increasing responsibility as it relates to the position, requiring technical services experience
Two years of experience serving in a management, supervisory or coordinator role overseeing the work of staff
One year of experience managing or working in cataloging, acquisitions, and/or serials
Considerable experience working with individuals of diverse backgrounds; demonstrated commitment to promoting access and diversity
Additional Requirements:
Current driver license, insurance, and access to a reliable automobile during work hours for transportation to off-campus sites
Knowledge Skills and Abilities (KSAs):
Familiarity with emerging library technologies
Considerable skills using integrated library systems, OCLC, and resource sharing software (specifically Innovative’s Millennium ILS, OCLC, and Ariel)
Considerable skills in troubleshooting technical malfunctions in library databases and updating and maintaining web pages.
Familiarity with copyright laws, collection development policies, and library consortium participation
Demonstrated ability to provide excellent customer service to individuals.
Intermediate (considerable) computer skills (preferably in Microsoft Windows environment) to effectively communicate, gather data, and generate reports
Project management and problem-solving skills with the ability to anticipate needs and make decisions
Strong organizational, communication, human resources, and interpersonal skills, with a team-based approach to leadership
Knowledge of institutional budgeting and accounting processes
Skills in motivating, training and developing a high performing staff
Skills in building collaboration and sustaining productive and respectful working relationships, both internally and externally
Ability to communicate effectively, both orally and in writing, and present and exchange technical or complex information to a variety of audiences
Skilled in public speaking

Responsibilities/Duties:
Position Specific Duties
Provides leadership and direction for public service operations by managing circulation, resource sharing, reserves, collection inventory, stack maintenance, and student help desk scheduling.
Provides leadership and direction when responding to user inquiries and provides information about the College, Circulation Services, Resource Sharing, Reserves, and Student Help Desk policies.Resolves user service problems at all levels and mediates patron grievances.
Provides leadership and direction in coordination with the Technical Services Manager of the Library’s circulation and reserve modules, and the Student Help Desk.
Maintains and circulates College art collection.
Provides leadership and direction in securing Library collections, facilities, and users at all College District library sites.
Supports distance education learning services by distributing reserve materials and managing access services to distance education students.
Provides routine reference assistance from the checkout desk in the absence of the Library Specialists.
Provides leadership and direction through collaborative decision making to maintain copyright awareness for the Library reserve collection.
Serves as a contact for patrons with billing disputes between the library system and the College CARS financial system.
Oversees the distribution of the MHCC Activity card to students and staff at the Gresham campus library.
Provides leadership and direction in managing the Student Help Desk in coordination with the Technical Services Manager.
Provides support to the College archives.
General Duties for all Managers – Library
Plans, coordinates, implements, and evaluates department services and daily operations to provide timely, professional, consistent, and high-quality services to library users and directs and monitors new services.
Manages statistics, record-keeping, and scheduling systems to monitor and coordinate use of services; prepares data for federal, state and College reports, generation of FTE, grants, and evaluation of services. Prepares monthly, quarterly, and annual reports.Manages assigned department resources.
Plans, coordinates, and implements security measures to safeguard information in computer files against accidental or unauthorized modification, destruction, or disclosure.
Actively advances use of technology, streamlined processes, and best practices for maximum program efficiency and effectiveness.
Assists in the development, maintenance, and recommended changes to College policies and administrative regulations.
Assists in the development of marketing strategies leading to department recognition and growth.
Solicits volunteers from local community to contribute skills and talents to the Library.
General Duties
Provides strategic support and input to the design and improvement of the department and related programs and services; responsible for carrying out strategic initiatives.Assists with the preparation of short- and long-term plans in support of College mission, vision and goals.
Manages the day-to-day department budget ensuring spending within the budget allocation; provides input and direction to the budget planning process.
Responsible for training, personal and professional development, encouragement and motivation of employees to enhance individual skills, promote professional growth and maximize staff performance.Fosters a team environment that encourages and supports teamwork, and models and maintains high standards and performance expectations.
Responsible for employee supervision, including recruitment, selection, orientation, scheduling, evaluation, coaching, rewards/recognition, discipline, and in holding staff accountable.
Maintains strong customer service relationships with students, College employees, community members, and other district-wide constituencies.Ensures department employees provide excellent customer service by treating customers with courtesy and respect, showing concern for their needs, and investigating and resolving requests and concerns.Ensures a welcoming, supportive, and respectful work environment.
Establishes and maintains collaborative working relationships with internal employees in assessing department issues and services. Actively participates on and/or leads various College committees, meetings, and workgroups.
Establishes and maintains collaborative working relationships with business and industry partners, agencies, community organizations and/or education institutions.May serves as College representative on various statewide, local and College committees and attend events as appropriate.
Monitors compliance with applicable federal, state, and local regulations, accrediting commissions, licensing requirements, and with administrative regulations, Board policies and collective bargaining agreements as appropriate.Applies the College’s interpretation of the Family Education Rights and Privacy Act (FERPA).
Promotes innovation and improved services for students, employees and the community.Utilizes existing department technology to maximize efficiency and advocates for the continuing expansion of technology within fiscal constraints.
Attends training sessions and participates in professional training opportunities.

Additional Duties
Serves as backup to other Managers of the Library
May assume administrative duties in the Dean’s absence.

Work Schedule:
Works assigned schedule, and exhibits regular and predictable attendance. Schedule will typically be Monday through Friday, 40 hours per week. As necessary to meet workload demands, works outside of typical schedule including evening/weekend hours as needed.
