The Head of Enterprise Services and Portfolio Management plans, develops, leads, and manages Duke University Libraries’ enterprise services and associated technical infrastructure, and provides strategic project portfolio management of the ITS project portfolio. The primary services within Enterprise Services are the Digital Repository Services and Discovery Services (integrated library systems and access/discovery systems). As a member of the ITS management team, the Head of Enterprise Services and Portfolio Management collaborates within ITS (Digital Projects and Production Services, Core Services, and Data and Visualization Services), and among other library staff, including staff in professional school libraries, to lead the Enterprise Services to the highest level of engagement and effectiveness for the university. This position ensures successful collaboration with the Office of Information Technology (OIT), Trinity Technology Services (TTS), and external vendors to provide a portfolio of services that are well-integrated and maintained.
This position also manages the ITS project portfolio to ensure that project management is consistent, transparent, effective, and efficient across all projects involving ITS staff and resources. Working with the ITS Project and Contract Coordinator, the Head of Enterprise Services and Portfolio Management will provide portfolio management through managing an inventory of all active technology projects that involve ITS staff and resources. S/He will shape ITS’ and the Libraries’ efforts in project management towards greater levels of successful, transparency, and efficiency through mentoring, coaching, and collaboration of project management skills and resources.
- Leads, sponsors, and manages projects and work plans for Enterprise Services goals and assists in the coordination of ad hoc working groups as appropriate;
- Manages budget, planning, and procurement for hardware, software, and hosted services in support of the library enterprise;
- Manages the hiring, supervision, and evaluation process for departmental staff;
- Leads and manages relationships with OIT, TTS external vendors, and others as applicable to develop, revise, and enforce service-level agreements for services provided by each partner.
- Leads internal and external partners to establish standards, interoperability criteria, and service descriptions.
- Provides leadership, vision, and strategic direction for the portfolio of Enterprise Services, including storage, new technologies, tools, and services to meet current and emerging needs, and obtained through internal and external partnerships;
- Participates in strategic planning and systems architecture decisions with ITS staff and other library and university staff;
- Provides leadership in investigating academic technologies and staying current with research technology trends; reviews professional literature; networks with research technology professionals outside the University; and participates in activities to stay informed about trends in research technology;
- Represents DUL in the broader research community and provides leadership in developing and evolving technology services in concert with library and faculty needs;
- Develops strategic technology partnerships to further system research and development in areas of shared interest.
- Evaluates new products and emerging technologies for their suitability within the framework of the current network architecture and the needs of the Library;
- Creates and manages a portfolio inventory of active technology projects for Duke University Libraries, documenting ITS staff involvement;
- Provides leadership and guidance in project management to project leaders, stakeholders, and staff; advocates and encourages consistent and transparent documentation of project priorities, expectations, objectives, challenges, and results;
- Documents the available and constraints of resources (human, financial, time), and advocates or negotiates additional resources or change in project scope, as appropriate;
- Provides project management to select projects and initiatives that are strategic to Duke University Libraries and/or ITS programs;
- Undertakes special projects and other duties as needed and assigned.

- Required: BA/BS in computer science or information science or similar program, or an equivalent combination of education and experience.
- Preferred: MA/MS in computer science or information science or similar program
- Five years of progressively responsible experience in technology project management and/or management of enterprise services;
- Three years supervisory experience;
- Ability to manage multiple projects concurrently, to set and meet deadlines and to adapt to new and changing situations, priorities and technologies;
- Excellent communication (oral and written), interpersonal, organization, and problem-solving skills;
- Ability and desire to work with diverse groups of individuals including students, staff and faculty;
- Experience with technical infrastructure planning;
- Experience with vendor relationship management;
- Experience developing and delivering training to an audience with varying levels of technical understanding;
- Strong initiative and ability to function independently and as a contributing member of a team.
- Seven or more years of professional IT experience;
- Prior experience working in an academic research library;
- Previous experience managing enterprise technologies in a research setting;
- Record of innovation and creativity in identifying and matching technological solutions to research needs;
- Experience working with faculty and staff within research computing programs.
Must be able to work in an environment in which exposure to materials containing dust and mold is possible
